Spells are learned individually, and the skill level with a particular spell determines how easy it is to cast. For example, knowing a spell at a skill level of 11 requires that the wizard have both hands and feet free to cast, speak certain words of power, and requires twice the normal amount of time because the spell is not yet fully known and understood.
